By the HourFor short "quick -n- dirty" tasks, I charge by the hour. Yes - the hourly fee is negotiable.
By the ProjectFor bigger projects, I'll provide you an estimate of costs and timeline and I will be within 10% of my estimate. (I've been doing this a long time, so I know how to estimate projects.) Yes - the project cost is negotiable.

If you need the security of an employee without the liabilities of an employee, you can put me on retainer. In exchange for a flat monthly fee, I can do nearly anything - accounting, research, web work, project management, software design and development... The list is long and - Yes, the retainer is negotiable.
I'll do my best to find a financial arrangement that works for you - even if we have to barter. That's one of the benefits of running a small business: I'm flexible.
